March 16, 2026 at 6:30 PM - 2nd Council Regular Meeting

1. Mayor Mike Feeken calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Feeken also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

4. Discuss the City of St. Paul's 6-Month Department Status reporting: (1) Street (Jamie Klanecky); (2) Cemetery (Randy Jerabek); (3) Park (Randy Jerabek); and (4) General (Connie Jo Beck) - (Possible Action).

5. Discuss - Approve / Deny utilizing the City Park pertaining to the Grover Cleveland 
Alexander (GCA) Days celebration.

6. Discuss - Approve / Deny the St. Paul Chamber of Commerce requesting $7,500 for Grover Cleveland Alexander (GCA) funding: (1) Fireworks $5,000 and (2) Marketing $2,500 (radio and print). Funding will be absorbed by keno.

7. Discuss - Approve / Deny St. Paul Chamber of Commerce requesting "marketing and promotional" funding in the amount of $9,500.  The funding will be absorbed by sales tax dollars.

8. Discuss - Approve / Deny Michael and Elizabeth Rawlings "Property Improvement Project" application regarding an illuminated sign at the Riverview Lanes Bowling Alley for the amount of $5,250.

9. Discuss - Approve / Deny the Second Amendment to Communications Site Option and Land Lease Agreement between the City of St. Paul ("Landlord") and Cellco Partnership d/b/a Verizon Wireless ("Tenant"). The Leased Premises legal description consists of: The part of the Southwest Quarter of Section 34, Township 15 North, Range 10 West of the 6th P.M., Howard County, Nebraska.

10. Discuss an amendment to the St. Paul Municipal Code to establish new Sections 5-403 to 5-406 of Chapter 5 related to the operation of Light-Weight E-Scooters, E-Bikes, and Hoverboards (possible action).
Introduce Ordinance 1067, amending the St. Paul Municipal Code; to establish new Sections 5-403 to 5-406 of Chapter 5 related to the operation of Lightweight E-Scooters, E-Bikes and Hoverboards; to repeal any ordinance, or parts of any ordinance in conflict with this ordinance; to provide for the effective date of such ordinance; and to provide for the publication of this ordinance.

***Waive reading of the ordinance on 3 different occasions, with second and roll call
***Final Passage of the ordinance, with second and roll call.

11. Discuss - Approve / Deny Consent Agenda Items: (1) Treasurer's Report of February 2026; (2) Minutes of March 2, 2026 (regular); (3) Disbursements of March 16, 2026; (4) Planning Commission Minutes of March 16, 2026; and (5) St. Paul Rescue Squad member Kare Wolinski.

12. Discuss - Approve / Deny City of St. Paul's 2024-2025 Journal Entries from Dana F. Cole & Company.

13. Discuss - Approve setting a timeline to advertise for the City Clerk/Deputy Treasurer position. City Clerk/Deputy Treasurer Beck will be retiring in November 2026.

18. Closed Session: The City of St. Paul reserves the right to go into Closed Session when it is clearly necessary to protect the public interest or for the prevention of needless injury to the reputation of an individual; or pending litigation

The City of St. Paul abides by the Nebraska Open Meetings Act in conducting business.  A copy of the Nebraska Open Meetings Act is on display in the meeting room as required by Nebraska State Law.
The Mayor and City Council reserve the right to enter into an Executive Session at any time during the meeting, in accordance with the Nebraska Open Meetings Act, even though the closed session may not be indicated on the Agenda.
It is the intention of the Mayor and City Council to take up the items on the agenda in sequential order.  However, the Mayor and City Council reserves the right to take up matters in a different order to accommodate the schedules of the City Council members, person(s) having items on the agenda, and the public.  The City of St. Paul reserves the right to adjust the order of items on the agenda.
