Mike Freburg is requesting approval of a Preliminary Plat of an eight-lot residential subdivision, Willow Springs, and a change of zoning from A-1 to RA for the area of the subdivision. The property involved is described as Tax Lots 11 & 15 in Section 3 - Township 17 North - Range 11. The general location is County Road 29 and County Road 30.

Recommended Motion(s):
Motion Board Member #1 and second by Board Member #2 to approve Preliminary Plat of Willow Springs subdivision Lots 1-8 and Outlot A as this request is consistent with the Washington County Comprehensive Plan and zoning and subdivision regulations, with the following additions:
A. Willow Springs Lane, as labeled Outlot A, a dedication on the final plat for public use
B. All easements to be shown on final plat (utility, stormwater)
C. Updated developer's agreement with County stating that each numbered lot will have a well installed on that lot with a letter from the Nebraska licensed installer stating that adequate water supply is provided by that well per FHA standards for a single-family residential dwelling
D. A copy of the letter stating there is adequate water supply for each numbered lot to be provided to the Washington County Planning office prior to it's sale
E. Per Article 3, Section 3.08, grant modification for Willow Springs Lane to exceed the 600' maximum length of a dead-end road (as shown on preliminary plat)
F. Per Article 3, Section 3.08, grant modification for the requirement of planned extensions or openings of future roads and streets through easements and outlots
G. Per Article 3, Section 3.08, grant modification for the requirement of 125' diameter vehicle turnaround with 25' platted ROW, vehicle turnaround to be 100' diameter driving surface (as shown on preliminary plat)
H. Per Article 3, Section 3.08, grant modification for the internal road to be designed and constructed to the Remote Residential road classification under Title 428, with a minimum driving surface of 18 foot in width along the length of the road
and
to approve the rezone request from A-1 Primary Agriculture to RA Rural Acreage Subdivision for part of Tax Lot 11and all of Tax Lot 15 in the SW ¼ of Section 3, Township 17N, Range 11E of the 6th PM, to be known as Willow Springs Lots 1-8 and Outlot A as this request is consistent with the Washington County Comprehensive Plan and zoning and subdivision regulations. Our recommendation on this request as stated by our motion and ballot, along with the (unofficial) minutes of this meeting, shall be transmitted to the County Board by the planning staff as a statement of our findings. |

7. Planning Staff: Provide comparison of new Nebraska Model Floodplain Resolution to the current Nebraska Model Floodplain Resolution. Both resolutions are a product of the Nebraska Department of Water, Energy, and Environment (DWEE), Floodplain Management Division. D/PA

Motion Board Member #1 and second by Board Member #2 to have the Planning Staff prepare the new Model Floodplain Resolution for adoption and present to Planning Commission for recommendation. Motion Carried.
