July 15, 2025 at 7:00 PM - Board of Education Regular Monthly Meeting

Discussion:  President Lutkemeier opened the meeting at 7 pm.  The meeting notice was advertised in the June 26th publication of the Webster County Sun.  "The Open Meetings Act" updated poster was displayed in the meeting room.

Discussion:  Public comment time was not used by anyone in attendance.

Discussion: 

1. Budget is going to be different again this year. I am working through the changes and plan to continue to maximize our budget authority while thriving to keep our tax request as low as we can in doing so. Please be patient, I assure you I will make sure that we maximize our situation.

2. No discussion on joint public hearing meetings yet, we will try to meet in late July with anyone who potentially could be involved. I am not far enough along to know if we will be involved or not, but there is definitely a chance.

3. Attended the Alicap training.

4. Will be attending the budget and finance workshop and training.

5. Thoughts on just tying the budget workshop into our August monthly meeting? One night vs. two? I think I could get the budget and tax request portion of the meeting down to about 20-30 minutes.

6. Working with Square deal on the elementary gym doors and Luis Galvedon will be getting me a quote to do the install.

Handbook Changes

Discussion:  We receive yearly renewal notices for statewide associations.  Our Nebraska Rural Community Schools Association Membership Dues are $850 (Same price since 21-22).  NRCSA provides a great deal of services for our district.  Last year NRCSA had 224 member schools representing over 88,000 students across 91 counties and 26 legislative districts throughout Nebraska.

Attached you will find a list of the Membership benefits.

Discussion:  Simplified policy to meet our needs without going into as much detail.

Discussion:  LB 306 added a new enrollment requirement.  Updates to this policy were made and are consistent with our process.  This policy aligns with the statute and letter of the law.

Discussion:  Alicap is working with me on the refrigerator.  We can order a replacement and be out the $2,500 deductible.  Sysco had the best bid at $7,650.  

Behmans have tracked down a motherboard for the damaged refrigerator and will plan to repair. 

Discussion:  I need our board members to give us a budget to try to hit with this portion of the elementary project.  I do believe we can use special building funds on the turf, however the first bid that we received was $75,000 for new + install.

Ideally, we would pay someone to do it and ensure it was installed properly. 

If Drake & Bauer LLC is installing the turf, I think it would make sense to at minimum buy new turf vs. used, as it doesn't seem appropriate to have two amateurs working with turf that may already have some issues.  

Just need some guidance on what you would like to see here.  I would love to have turf down in this area - I think "play" for kids is a vital portion of learning at the elementary level and the re-seeding and overseeing of grass in this area will simply never hold up due to the volume of traffic.  

Discussion:  The next regular board of education meeting is set for Thursday, August 14th, 2025 at 6:30 pm at the high school in Roseland.  The budget and finance workshop will be held in conjunction with the monthly meeting.
